UN Envoy in Iraq on a tour of the disputed next week

The UN in Iraq will close all offices outside of Iraq, and then it will reopen inside after the significant security improvement...so They had closed their offices over there and they are re-opening them back up.......Do you think they are trying to send a message to the world?....That Iraq is safe...The Un is here..please come and invest...sounds like it to me...the UN will spare no effort in providing assistance to the Iraq Govt to the situation after the US withdrawal.....very important!!!

Baghdad and Erbil agree on a settlement to approve oil and gas law
Iraqi officials have said that the Iraqi central government in Baghdad and the Kurdistan Regional Government in northern Iraq, autonomous, in Arbil had agreed to amend the draft law of oil and gas in Iraq and the issuance of the new unified law by the end of this year.
The officials said that the Iraqi Prime Minister Nuri al-Maliki and President of the Kurdistan Regional Government, Barham Salih, agreed during talks in Baghdad last week that by Dec. 31 will be amended Act 2007, as agreed upon by all the political blocs, or approval as it is. Hassan Jihad: all demands from Kurdistan to be implemented over the next few

Barham Salih: We expect from Baghdad to deal positively and abide by past

Iraq’s Barzani, Iran state border rebel issue ‘over’ (AFP)
Iran’s foreign minister and head of the autonomous Kurdish region in Iraq declared on Saturday the issue of a Kurdish rebel group which has been launching attacks against the Islamic republic from its rear bases in Iraq was “over.”
In July, Tehran launched a string of operations against the rebel Party of Free Life of Kurdistan (PJAK) and began shelling districts near the border with Iraq, killing dozens including the rebels’ deputy commander.
“With the good management of Mr Barzani, we were able to handle the issue of the PJAK terrorist group and currently our borders with the Kurdistan region of Iraq is secure,” Iranian Foreign Minister Ali Akbar Salehi was quoted as saying by Iran’s state-run television website.
“Mr Barzani vowed to have the best borders from now on so people can travel easily and not be subject to any insecurity.... We consider this issue to be over,” Salehi added

Baghdad-Erbil dispute: committees already finished reports

Baghdad, Oct. 27 (AKnews) - The three committees that had been formed yesterday to tackle the the most urgent disputes between the federal and the Kurdish governments allegedly finished their reports, according to a source who asked not to be named.
The source said that the reports have already been sent to Prime Minister Nuri al-Maliki.
On Tuesday, the delegation of Kurdsih politicians, led by Kurdish Prime Minister Barham Ahmed Salih, and the representatives of the federal government agreed that joint committees are supposed to solve the disputes over the budget for the Peshmarga, the oil and gas law, and article 140 of the constitution.

A senior US official arrives in Baghdad in the coming hours
Up in the coming hours, a senior US official to visit Baghdad for a day or two.

U.S. Planning Troop Buildup in Gulf After Exit From Iraq
MacDILL AIR FORCE BASE, Fla. — The Obama administration plans to bolster the American military presence in the Persian Gulf after it withdraws the remaining troops from Iraq this year, according to officials and diplomats. That repositioning could include new combat forces in Kuwait able to respond to a collapse of security in Iraq or a military confrontation with Iran.
With an eye on the threat of a belligerent Iran, the administration is also seeking to expand military ties with the six nations in the Gulf Cooperation Council — Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates and Oman. While the United States has close bilateral military relationships with each, the administration and the military are trying to foster a new “security architecture” for the Persian Gulf that would integrate air and naval patrols and missile defense.
The size of the standby American combat force to be based in Kuwait remains the subject of negotiations, with an answer expected in coming days. Officers at the Central Command headquarters here declined to discuss specifics of the proposals, but it was clear that successful deployment plans from past decades could be incorporated into plans for a post-Iraq footprint in the region.
“Back to the future” is how Maj. Gen. Karl R. Horst, Central Command’s chief of staff, described planning for a new posture in the Gulf. He said the command was focusing on smaller but highly capable deployments and training partnerships with regional militaries. “We are kind of thinking of going back to the way it was before we had a big ‘boots on the ground’ presence,” General Horst said. “I think it is healthy. I think it is efficient. I think it is practical.”
“We will have a robust continuing presence throughout the region, which is proof of our ongoing commitment to Iraq and to the future of that region, which holds such promise and should be freed from outside interference to continue on a pathway to democracy,” Secretary of State Hillary Rodham Clinton said in Tajikistan after the president’s announcement.
Officers at Central Command said that the post-Iraq era required them to seek more efficient ways to deploy forces and maximize cooperation with regional partners.
Col. John G. Worman, Central Command’s chief for exercises, noted a Persian Gulf milestone: For the first time, he said, the military of Iraq had been invited to participate in a regional exercise in Jordan next year, called Eager Lion 12, built around the threat of guerrilla warfare and terrorism.
Iran, as it has been for more than three decades, remains the most worrisome threat to many of those nations, as well as to Iraq itself, where it has re-established political, cultural and economic ties, even as it provided covert support for Shiite insurgents who have battled American forces.
Sheik Khalid was in Washington last week for meetings with the administration and Congress. “There’s no doubt it will create a vacuum,” he said, “and it may invite regional powers to exert more overt action in Iraq.”
He added that the administration’s proposal to expand its security relationship with the Persian Gulf nations would not “replace what’s going on in Iraq”but was required in the wake of the withdrawal to demonstrate a unified defense in a dangerous region. “Now the game is different,” he said. “We’ll have to be partners in operations, in issues and in many ways that we should work together.”
“As you know, the complete withdrawal of our forces from Iraq is likely to be viewed as a strategic victory by our enemies in the Middle East, especially the Iranian regime,” the senators wrote Wednesday in a letter to the chairman of the Senate’s Armed Services Committee.

Iraqi forces will not be ready to protect its borders without assistance from international partners until at least 2020, a military official says. (AFP)
The Iraqi military’s chief of staff, Lieutenant General Babaker Zebari, “estimated that it will take several more years before Iraq can provide for its external defense without assistance from international partners,” said the report from the U.S. Special Inspector General for Iraq Reconstruction (SIGIR).
“General Zebari suggested that the (Ministry of Defense) will be unable to execute the full spectrum of external-defense missions until sometime between 2020 and 2024, citing (Iraqi government) funding shortfalls as the main reason for the delay,” the report said.

Iraq and US security advisors meet at White House
The top national security advisors of the United States and Iraq met Saturday at the White House, signalling the continued close cooperation of the two countries as US troops prepare to depart by year's end, DPA reported.
Falah al-Fayyadh and Tom Donilon were following up on a recent video teleconference between US President Barack Obama and Prime Minister Nuri al-Maliki, according to a statement issued by the White House.
The men "reaffirmed the common vision of a broad, deep strategic partnership between the United States and Iraq" as provided for in the strategic framework under which troops are being withdrawn.
"The two held a far-reaching discussion of the elements of a fully normalized relationship between Iraq and the United States, including education, investment, and security," the White House Said. "And they committed to develop additional mechanisms to establish a continuous strategic dialogue between the United States and Iraq."

Muqtada Al Sadr calls on Maliki not to meet Obama's call to visit Washington

In response to a question by one of his followers about his advice to Maliki about the invitation extended to him by US President to visit
Washington, Muqtada said "America is now in control and domination over the Iraqi territories and people, both politically and ideologically and so on, outside the military aspects."
He continued "this requires avoinding to walk behind anything that is a clear evidence of the dominance, including the Prime Minister’s visit to the US upon the invitation of the US President."
Maliki and Obama agreed on the need to initiate a new phase of relations within the strategic framework agreement after the US withdrawal from Iraq, during a teleconference that was held between them on the 21st of October evening.

Kamal-Saadi: Maliki will carry with him a group of outstanding issues to be discussed during his visit to the future United States

Baghdad and Erbil agree on a settlement to approve oil and gas law
Iraqi officials have said that the Iraqi central government in Baghdad and the Kurdistan Regional Government in northern Iraq, autonomous, in Arbil had agreed to amend the draft law of oil and gas in Iraq and the issuance of the new unified law by the end of this year.

Iraq’s Barzani, Iran state border rebel issue ‘over’ (AFP)
Iran’s foreign minister and head of the autonomous Kurdish region in Iraq declared on Saturday the issue of a Kurdish rebel group which has been launching attacks against the Islamic republic from its rear bases in Iraq was “over.”
In July, Tehran launched a string of operations against the rebel Party of Free Life of Kurdistan (PJAK) and began shelling districts near the border with Iraq, killing dozens including the rebels’ deputy commander.
“With the good management of Mr Barzani, we were able to handle the issue of the PJAK terrorist group and currently our borders with the Kurdistan region of Iraq is secure,” Iranian Foreign Minister Ali Akbar Salehi was quoted as saying by Iran’s state-run television website.

Baghdad-Erbil dispute: committees already finished reports

Baghdad, Oct. 27 (AKnews) - The three committees that had been formed yesterday to tackle the the most urgent disputes between the federal and the Kurdish governments allegedly finished their reports, according to a source who asked not to be named.
The source said that the reports have already been sent to Prime Minister Nuri al-Maliki.
On Tuesday, the delegation of Kurdsih politicians, led by Kurdish Prime Minister Barham Ahmed Salih, and the representatives of the federal government agreed that joint committees are supposed to solve the disputes over the budget for the Peshmarga, the oil and gas law, and article 140 of the constitution.

U.S. Planning Troop Buildup in Gulf After Exit From Iraq
MacDILL AIR FORCE BASE, Fla. — The Obama administration plans to bolster the American military presence in the Persian Gulf after it withdraws the remaining troops from Iraq this year, according to officials and diplomats. That repositioning could include new combat forces in Kuwait able to respond to a collapse of security in Iraq or a military confrontation with Iran.
With an eye on the threat of a belligerent Iran, the administration is also seeking to expand military ties with the six nations in the Gulf Cooperation Council — Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates and Oman. While the United States has close bilateral military relationships with each, the administration and the military are trying to foster a new “security architecture” for the Persian Gulf that would integrate air and naval patrols and missile defense.
The size of the standby American combat force to be based in Kuwait remains the subject of negotiations, with an answer expected in coming days. Officers at the Central Command headquarters here declined to discuss specifics of the proposals, but it was clear that successful deployment plans from past decades could be incorporated into plans for a post-Iraq footprint in the region.
“Back to the future” is how Maj. Gen. Karl R. Horst, Central Command’s chief of staff, described planning for a new posture in the Gulf. He said the command was focusing on smaller but highly capable deployments and training partnerships with regional militaries. “We are kind of thinking of going back to the way it was before we had a big ‘boots on the ground’ presence,” General Horst said. “I think it is healthy. I think it is efficient. I think it is practical.”
“We will have a robust continuing presence throughout the region, which is proof of our ongoing commitment to Iraq and to the future of that region, which holds such promise and should be freed from outside interference to continue on a pathway to democracy,” Secretary of State Hillary Rodham Clinton said in Tajikistan after the president’s announcement.
Officers at Central Command said that the post-Iraq era required them to seek more efficient ways to deploy forces and maximize cooperation with regional partners.
Col. John G. Worman, Central Command’s chief for exercises, noted a Persian Gulf milestone: For the first time, he said, the military of Iraq had been invited to participate in a regional exercise in Jordan next year, called Eager Lion 12, built around the threat of guerrilla warfare and terrorism.
Iran, as it has been for more than three decades, remains the most worrisome threat to many of those nations, as well as to Iraq itself, where it has re-established political, cultural and economic ties, even as it provided covert support for Shiite insurgents who have battled American forces.
Sheik Khalid was in Washington last week for meetings with the administration and Congress. “There’s no doubt it will create a vacuum,” he said, “and it may invite regional powers to exert more overt action in Iraq.”
He added that the administration’s proposal to expand its security relationship with the Persian Gulf nations would not “replace what’s going on in Iraq”but was required in the wake of the withdrawal to demonstrate a unified defense in a dangerous region. “Now the game is different,” he said. “We’ll have to be partners in operations, in issues and in many ways that we should work together.”
“As you know, the complete withdrawal of our forces from Iraq is likely to be viewed as a strategic victory by our enemies in the Middle East, especially the Iranian regime,” the senators wrote Wednesday in a letter to the chairman of the Senate’s Armed Services Committee.

Iraqi forces will not be ready to protect its borders without assistance from international partners until at least 2020, a military official says. (AFP)
The Iraqi military’s chief of staff, Lieutenant General Babaker Zebari, “estimated that it will take several more years before Iraq can provide for its external defense without assistance from international partners,” said the report from the U.S. Special Inspector General for Iraq Reconstruction (SIGIR).
“General Zebari suggested that the (Ministry of Defense) will be unable to execute the full spectrum of external-defense missions until sometime between 2020 and 2024, citing (Iraqi government) funding shortfalls as the main reason for the delay,” the report said.

Iraq and US security advisors meet at White House
The top national security advisors of the United States and Iraq met Saturday at the White House, signalling the continued close cooperation of the two countries as US troops prepare to depart by year's end, DPA reported.
Falah al-Fayyadh and Tom Donilon were following up on a recent video teleconference between US President Barack Obama and Prime Minister Nuri al-Maliki, according to a statement issued by the White House.
The men "reaffirmed the common vision of a broad, deep strategic partnership between the United States and Iraq" as provided for in the strategic framework under which troops are being withdrawn.
"The two held a far-reaching discussion of the elements of a fully normalized relationship between Iraq and the United States, including education, investment, and security," the White House Said. "And they committed to develop additional mechanisms to establish a continuous strategic dialogue between the United States and Iraq."

Joey: Crazy article...You know why the 10,000 dinar notes are the 1st to disappear? They told us in this article...because the currency market is full of money traders and counterfeiters...
Remember every counterfeited currency found by the CBI that went thru a De La Rue Machine was a 10,000 note....someone is a very good duplicator and so they said the 10,000 dinar note going to be worth alot of money if you can find the real ones...and you better buy now before the value increases or before it becomes very difficult to find find them at all...I bet they intend to destroy them........awesome and powerful article
