GOVERNMENT:
Federal Court Law not passed yet; very complicated. Reason: differences in belief between Shia and Sunni Sects. 80% Islam is Sunni, 20% Shia, very strict. Majority of Parliament Shia – hence the National Alliance controlling majority of seats in Parliament, so Sharia Law is preferred. In Saddam's regime, Sunni had power persecuting the Shia and Kurdish; tables are turned as (Maliki is Shia) persecuting Sunni. Big difference in these cultures so each has a lot to lose. Sunni & Shia are all fighting for their beliefs, their lives in the share of power in Iraq. Near impossible to pass this law with any satisfaction for both sides. This law requires a 2/3 Parliament vote.
Amnesty Law not passed yet again because of power & persecution. A blanket release of prisoners sought requiring 163 votes. Justice & Accountability Law may be "tucked into" the Amnesty Law. It is possible in Iraq to live in the same family & have different religious beliefs, building walls instead of unity (killing your cousin for his belief, as an example). Again, Laws delayed because of power struggle between Sunni & Shia.
Term Limits not contrary to constitution, period. Maliki wants third term (or more!) & is twisting the words of the constitution to get his way by petitioning the Federal Court. The passage of the Term Limits Law will NOT likely be over ruled. Constitution clearly states conditions of President of the Republic also apply to the Prime Minister. President limited 2 – 4 year terms of service, stated in article 77 of Iraq's constitution. Prime Minister Maliki is limited to 2 – 4 year terms as CONDITIONS within the Constitution, applies. Rotation of power must be put back into play by the electoral process.
Confidence in the Prime Minister can be achieved through Parliament but on the National Alliance can replace Maliki. The position of Prime Minister belongs to the National Alliance by Erbil, party is elected by number of seats and Prime Minister is nominated by Majority holding party (National Alliance) and appointed by the President of the Republic. This is one of the first duties bestowed upon a newly elected Parliament to establish the Executive Branch and to assemble the Cabinet of the Government.
Mutlaq gives his resignation but is asked to postpone (questionable). Number of ministers ready to join in 'collective resignation' from Maliki's government as Mutlaq and others in the Iraqi List lead the way; Allawi and Nujaifi asked them to delay their request to give them a chance to bring NO CONFIDENCE IN THE GOVERNMENT. As Parliament has the duty to select the PM and the Cabinet as the first order of business for a newly elected government, when they do so; this is called giving CONFIDENCE to the government. That is why WITHDRAWING CONFIDENCE is the term to specify IMPEACHMENT in most of the countries in that region. Their reason for wanting to resign is Maliki's failure to meet the protesters demands. It is believed this is a possible ploy to stir up the government to do what is right. By boycotting the House sessions, disenchantment exists between Maliki and Iraqi List members that support the protests. He wanted to replace these Ministers with his selection. The Iraqiya Ministers stated they show up & sign in but not attend meetings. They collectively want to withdraw confidence from the government (Patience, boys…).
Amidst the discord in Iraq, the marketing of Iraq & its resources continues.
Demonstrations continue longer than originally thought. Slogan for upcoming demonstration coined, "LEAVE!" They are demanding Maliki's resignation. He's proved he's not serious & they believe he doesn't deserve his position of leadership. Maliki is smart, but the people are smarter! Iraq can't look to the U.N. or others to fight this battle; they must do this independently. Sovereign Nations work out their internal issues without world participation. Sistani gives voice, maintaining: implement Irbil agreement & deal with Maliki (Get him gone…). Shia are also deprived & they should join the protest?
A few words on Maliki: Know his character won’t change; he is in it for self and only self. Other countries call him a Tyrant, a Dictator. He has confiscated the will of the people & has the keys to finances, armed forces, contracts and projects. He has violated the law & the constitution. He stole $70-80 billion, taken back ration cards, security & profit-sharing from the people. ETC.
Questioning in Parliament: Jaafar - Youth & Sports Minister has appealed to the Federal Court about his questioning. Decision was rendered that Parliament can proceed. Jaafar is a Turkmen Shia. Minister of Electricity (Sunni) will be questioned for corrupt dealings as well. Jaafar’s interrogation will be a good 'dry run' for Maliki’s (Shia) questioning. Uh Oh. Keep in mind that of the 4 ministers that are to be questioned 3 are Shiite or Shia – Maliki, Jaafar and Adeeb, 1 is Sunni – Jumaili – the benefit is that it can’t be deemed sectarian, even though there is a 3-1 ration, there will be more to come.

Money controls a lot in this world. We will make money, yes; the banks will make a huge amount of profit from the RV. There will be a budget passed in the next 2 weeks. This does not mean there will be an RV. One thing certain, Iraq cannot RV until their government is stable. Right now Maliki is the problem. Also, can't trust Turki, head of CBI by Maliki's appointment. He may even speak directly of an RV but that is never how it's done, never. It is always a matter of tight security & hush hush. Consider the source of your information. However, CBI is still moving forward as though there is a stable government so they are and will be ready.
Electronic Banking System in place. Banks from other countries ready to help for a (delicious) piece of the profit pie. Will Iraq split in 2? No, not from a Biblical perspective. Reserves are growing handsomely. As in the Future of Iraq: bank system will have in place the FDIC, protection of transactions, Visa & Master cards, Debit cards, electronic transactions. The whole system as one.
The Free Market Economy is beginning to happen. This was talked about 6 months ago! CBI needs to speed up support of the oil sector laws so the public sector can operate & profit. This makes the oil less political & more in the business sector & gets the economy moving. The bank is pushing for this. CBI moving forward.
Counselors of Ministers: updating of funds is significant. For destruction to other countries, 85% of restitution has been satisfied. 15% is still outstanding, they have to legitimize their funds so others don't come after their money.
Support for Local Banks. Some talk against foreign banks, "They're here to plunder Iraq's riches". Actually, this sets things in a forward motion. Now Banking Laws will have to be set up so there will be a healthy competition.
Mike's Wish List: Shabbibi coming back. Get Maliki gone. Get new election going. Constitution & laws so new government is
balanced & fair.
Everything to happen is completely in the hands of the people of Iraq. When it moves, it will move quickly!
