Here is the list of individuals whose assets are frozen and the sanction is still on Iraq which is paragraph 23 of Resolution 1483.
The other remaining sanction has to do with 661 arms embargo on non state actors.
These sanctions can remain for years and will not impact Iraq from being a sovereign nation or its assent to full admission in the WTO.
Also this was sent to me today from the UN reference library concerning release of sanctions having to do with Kuwait.

Undersea cables to give Iraq 'major communications leap'

Undersea communications cables that will connect Iraq to the outside world will soon be operational, the Iraqi Ministry of Communications announced last week.
Minister of Communications Mohammad Tawfiq Allawi said at a press briefing in Basra province that the project, which has been implemented by the Qatari GBI company for the past three years, will go into operation within the next few weeks.
"This project will introduce a major leap for communications in Iraq," said Allawi.
"Relying on sea cables is much better than having communications transferred through satellites, in terms of speed, clarity of sound, and even from a security standpoint."
Allawi said in the future the cables could be directed on land towards Turkey and from there to the rest of Europe.
Hani al-Sabawi, director-general of the Iraqi International Information Company, told Mawtani the cost of the project came to $36 million.
"The project will end the private companies' monopoly of the internet sector and provide continuous service for all Iraqis 24 hours a day at a cost of about 13 dollars a month."
Al-Sabawi said during the next few days, the project's personnel will connect the cables to reception feeders in Basra and from there to all Iraqi cities.
"Iraqis will have excellent service that will match the services found in the other countries of the world."
He said the company working on the project conducted a successful trial operation of the cables last week.
No censorship
Dr. Khalil Marwan al-Jaff, a member of the Iraqi communications commission, said Iraq will not impose censorship on the internet or any restrictions that would limit the freedom of users.
"The rumours being circulated by some claiming that Iraq will curb or close a number of websites and ban surfing on the local internet network after the project goes into operation are not true in the new Iraq. Their aim is to incite the people. There are no restrictions or curbs on freedoms," he told Mawtani.
"There will be efforts to make people aware of the dangers of the pornographic sites, and those that promote violence, extremism, terrorism and exclusion."
Ashour al-Karbouli, member of the Iraqi parliament's development committee, said the project will end the problems Iraqis face when they try to connect to or use the internet.
Al-Karbouli told Mawtani the internet service and digital communications will reach the most remote areas in Iraq.
"It is a great thing to see the internet service reaching Iraqi villages after they had only heard about it. Schools and government offices will be interconnected through the internet and the service facilities will be able to rely on the internet to provide services to the citizens, which is one of many other benefits rendered by the information network."

Fifth/Web sites hosting
This project is for building centres participated for providing host web sites within the domain allocated for Iraq (iq). That’s by coordination with the State Company for Internet Service (SCIS) where the management of this project will be monitored by the ministry. The sharing revenue is according to the agreement between both parties.
Sixth/ the postal offices computerization:
The ministry has many postal offices in all over Iraq that still work on the manual usual methods, so the investor could rehabilitate the offices electronically by providing them with computers and electronic connection systems connected all to gather in only one net work, which will activate the postal process in Iraq in a short period, that will be according to an agreement between both parties, for sharing the revinue.
Seventh/ the e- payment project:
In which the postal offices to deliver the items that are bought electronically by people, so the investor will be the sponsor of the e- payment project by an agreement with the ministry on the possible cooperation and the facilities that would be provided to the investor.
Eighth/ building training centers construction:
The investor will build the specific training centers for the telecommunications proposes in addition the electronic signature and all what Iraq needs to be keeping in tuch with the I-tech in the world, the centers would not be limited for the ministry officials but all other technical ministries and public.
Ninth/ the location and areas:
The ministry and its subsidiaries have many properties (telecommunications and postal centers) and possessed areas of land all over the country to construct many projects according to the geographical, nature and the population density. The ministry would provide the investor the detail information about the land that he would invest in, interms of location and area and make agreement for mechanism and sharing revenue.

The ministry has many postal offices in all over Iraq that still work on the manual usual methods, so the investor could rehabilitate the offices electronically by providing them with computers and electronic connection systems connected all to gather in only one net work, which will activate the postal process in Iraq in a short period, that will be according to an agreement between both parties, for sharing the revinue.
Seventh/ the e- payment project:
In which the postal offices to deliver the items that are bought electronically by people, so the investor will be the sponsor of the e- payment project by an agreement with the ministry on the possible cooperation and the facilities that would be provided to the investor.
Eighth/ building training centers construction:
The investor will build the specific training centers for the telecommunications proposes in addition the electronic signature and all what Iraq needs to be keeping in tuch with the I-tech in the world, the centers would not be limited for the ministry officials but all other technical ministries and public.
Ninth/ the location and areas:
The ministry and its subsidiaries have many properties (telecommunications and postal centers) and possessed areas of land all over the country to construct many projects according to the geographical, nature and the population density. The ministry would provide the investor the detail information about the land that he would invest in, interms of location and area and make agreement for mechanism and sharing revenue.

When I read this today...if you were going to RV your currency what you would need to do that.....Wouldn't you want all of your banks and ATMS working so that our country could open up all at the same time...

KEY ESSENTIAL TO THIS RV.... If you are looking at what needs to be done... this is the most important thing - this project started 3 years ago and will be completed by the end of this month.
