All Eyes on Iraq
Fancy a spa vacation or a brisk business trip to Iraqi Kurdistan? Marketers are flocking to the mountainous terrain of Northern Iraq, to cash in on the relatively untapped market in the Arab world, even if they have to dodge danger on their way there
Iraqi Kurdistan seems far removed from those stereotypical war torn, strife ridden images conjured up in the minds of people who’ve last heard of Iraq as one of the world’s most dangerous places to visit. Even farther removed, seems the capital of the Kurdish Autonomous region – Erbil, which is being groomed as the next big business hub in the Arab world.
Deemed as the new poster boy for Iraqi business, Iraqi Kurdistan has already attracted a gamut of international marketers eager to cash in on the relatively untapped Kurkish market. Marketers from sectors such as hospitality & leisure, retail, aviation and even advertising, are flocking for a bite off this lucrative market, that houses more than 1.7 million people who are ‘open’ to new brand experiences.
After an announcement from the regional arm of global creative agency, MEMAAC Ogilvy, that it will set up shop in Kurdistan, comes news of Hilton’s second hotel being chalked in Erbil. Apart from Marriot International and Best Western’s plans to launch their hotels in the same city, there is news from UAE’s banking sector as well, with Abu Dhabi Islamic Bank (ADIB) launching operations in Iraq.
Edmond Moutran, Chairman and CEO, Memac Ogilvy tells Kipp, “In Iraq, many clients have been talking to us especially on the lack of understanding, support or even, in some cases, exploitation they have been facing in that market. It became vital for us to secure our clients and brands best interest in the market and therefore decided to make the jump to serve them ourselves directly.”
Dave Horton, global head, Hilton Hotels & Resorts, says: “Iraq is a significant new market for our brand and we are thrilled to be able to offer visitors to Erbil the consistent high brand standards that guests experience in over 80 countries worldwide. Hilton Erbil Hotel & Spa is set to be an outstanding, landmark property and we look forward to welcoming guests to one of the most beautiful and unexplored areas of the Middle East.”
Unexplored so far for a good reason, we reckon. The recent spate of internal conflict and Al Qaeda led violence in Iraq this month, has raised fresh concerns about the safety of Iraq for doing business. Despite the fact that Iraqi Kurdistan is a ‘safe zone’ and has had minimal violence in the recent past, safety remains a big question mark. Marketers, however, seem undeterred and determined to penetrate the region, given the global economic climate and slowdown in otherwise promising markets of the world; Kurdistan is a risk that brands are willing to take.
The skies are opening up too. Apart from other international airlines, Emirates Airlines and Qatar Airways recently announced that they will start servicing the country, a move which will prove to be crucial for connecting Iraq with the other bigwig markets in the Middle East and outside. Given the breathtaking landscape and historic ruins of ancient civilizations, Iraqi Kurdistan could well be on its way to the front page of every travel magazine. Even though it’s hard for most people to imagine sporting a holiday tan from Iraq, the world’s biggest hoteliers are betting big on it, with over 700 hotels coming up by 2016.

Friday night we received a call from a very excited LJ & Next Step Team to get on a call they were going to record about some information they had researched about the NCSP......National Council for Strategic Policies.....which is the Power Sharing Agreement often referred to on our calls....these articles are from 2011 and educational as to what is going on and as we discussed on the last call we said until this NCSP position is given, we believe this is the holdup
We are going to play that call tonight for our listeners..... It will answer the questions WHAT DOES IT REALLY MEAN?
As LJ stated It could mean EVERYTHING and how they believe this is the holdup.....This NCSP position when we talked the other day...we just thought it was maybe 1-2 people at best.... to find out that it is 21 members of Parliament that are a part of this was enlightening, educational and it also indicates why we are having the problems we are having because I Maliki didn't want Allawi to have it but now it is more understood as to why...
And it is here in black and white....this is what it is going to be...things have to get worked out before they give the money to everybody

So that means that position is constitutional.....When Maliki says it is not....Anytime you hear that this is unconstitutional this clearly states the truth
"The Council will be part of the executive branch and replace the Board of the National Security Advisory Council of Ministers, in addition to its other missions."

Secondly: The ministers, each according to its competence in the presence of necessary meetings in the fields of competence, that does not contradict with the work of the Council of Ministers, with the full commitment issued by the Council, including resolutions.
will be a Part of the executive branch of the government - this position is strong...has not been allocated yet...not yet agreed to yet in Parliament because Maliki won't let it get anywhere...I don't think alot of people knew how involved this really was...until today.
"Third: The Council has a panel of advisers in the fields of the different jurisdictions like the prime minister, in the terms of reference for political affairs, foreign and domestic policies and economic and monetary affairs and security affairs, military, energy matters - oil - gas - electricity - water, environment and food security, and any tasks or other functions."
This position clearly pretty much covers everything.....covers the whole gambit of Iraqi society within the jurisdiction of this position....Whoever controls this NCSP position is the Real Power of Iraq
"First: developing common visions and responsible in the management of files in the strategic institutions of the state supreme economic and political issues, security and services, energy and other, in harmony and integration of plans and programs according to the map of a comprehensive development with binding to the executive. "
Second: to set a timetable to national priorities and follow up their implementation, in the forefront of completing the requirements of removing Iraq from Chapter VII.
Does that say what I think it said? Pretty self explanatory that this is how they were supposed to get out of Chapter 7...
Funny thing about Chapt 7 is that they are in Chapter 7 from Saddam.....This is 10 years after Saddam...you wonder why time and time again we have come up for removal of Chapter 7 and they say No and it never happened...This is making sense now why Maliki went back and forth to Kuwait trying to fulfill this position here of completing the requirements of removal being unsuccessful as of now but this position here was supposed to be setting the time table to national priorities and follow up their implementation to get this country out of Chapter 7 and this is probably a vacuum of one of the reasons is has taken so long...
"Identification of a priority list of laws and legislation by the House of Representatives to achieve the implementation of plans and strategic objectives, and evaluate the system of legislation and laws in force for the diagnosis of citizen conflict taking place in the legislation of the Iraqi state in the stages of its history and the abolition of laws and decrees and instructions issued by the former regime that are inconsistent with the public interest, in coordination with the legislative authority.
Priority list of laws and regulations and abolish laws and decrees issued by the former regime....we can see many that need to be done and we can see with this position it would be doing this.....goes back to the Regulatory Guillotine Trademark Process we have talked about on the calls
We will find that this is the Nucleus of Iraq
"First: to develop and propose high-level policy of the State in various fields and follow up the implementation of these policies from the relevant authorities in charge of regulating the relationship between Iraq and the international community."
As we have discussed on the call so many times the international articles
Second: To regulate matters of internal security and external security to ensure the stability of Iraq and the state's ability to deter or repel aggression of any kind or his time.
Third: the organization of the various economic actors in order to achieve prosperity and decent life for citizens in the areas of oil and gas, industry, agriculture, trade, monetary policy, financial policy, investment.
Dealing with the monetary policy......thats why you have Shabibi and the CBI on several occasions saying we need some type of structure and coordination with the government that we are not getting and now we can see what that missing factor is...it is the NCSP policy that would help in all of these areas on monetary and financial policy and investment.
We've been talking about the MOU and all of that happening we discussed ...this is the real thing that they need here and it is no wonder that Shabs can not pull the trigger.....Just Look at the scope of this position that there is a vacuum.
Fourth: Regulating private actors to ensure social cohesion (social security) in its broadest sense, which relates to services, environment, human rights, political, cultural, relief, human development.
This is the same thing we read Thursday night on The IQD Team Call - It is the USAID Mission Statement we read.
We are spending billions of dollars to try to help these people along because this has not been implemented this position...and thats why we keep seeing them signing MOU and different avenues ...trying to do what this position is supposed to do.....they could do MOU from here to eternity but until this position gets done with the scope that we are seeing right here - this really opens up our eyes to basically the problem that we are really seeing in that entire country....they can have all the reform committees they want ....the reform best to include this
Council resolutions enacted that do not conflict with the constitutional powers of the President and the Prime Minister.
Thats big......you can veto the prime minister
If Maliki wants to point to anything in his favor it would be this Article
if he wants to cry that something that was enacted by Allawi conflicting with the consitutional powers of Talabani or him and that would be the only thing he could fight...he would point to this Artilce every time something came up

That is the National Council Strategic Policy position....the right to cancel the House of Reps if necessary in its third election..
So they have extreme power....This is the Engine Behind what makes Iraq Go...This is why we have the banking sector, security sector,
we have a true working environment that will allow them to bring best practices, to bring solutions.....to not allow for dictatorship...When I read this I realized that the reason why we have not seen anything is that we haven't seen the National Council Strategic Policy Position
