Iraq denies purchase of internet surveillance technolgy
Baghdad, Oct. 31 (AKnews) - The Iraqi government denied any connection to the shipment of U.S eavesdropping equipment to Syria.
On Friday, "Blue Coat Systems", a U.S. company specialized in internet surveillance, acknowledged that 13 of its 14 devices that were supposed to be delivered to the Iraqi Communications Ministry ended up in Syria, where they were used to spy on oppositional parties and activists.
"The Iraqi Communications Ministry did not import any eavesdropping devices and didn't pass them to Syria," Karim Mazaal, undersecretary of the Communications Ministry, said. "The Ministry is working according to legal procedures to import equipment for telecommunication services from known countries and did not import any eavesdropping devices."
Blue Coat Systems claimed, according to an AFP report, that the devices were correctly shipped to its intended addressee in Iraq via Dubai. The chain or custody in the paperwork would proof that.
The United States prohibit sales of eavesdropping equipment to Syria, since the regime of Bashar al-Assad is engaged in a brutal crackdown against the Arabellion in Syria.

Experts discuss future of peshmarga
Erbil, Oct. 31 (AKnews) - Lawmakers and military officials discussed the future of the Kurdish Army, or peshmarga, at a congress of the Kurdish Ministry of Peshmarga in Erbil.
Anwar Haji Othman, deputy minister of peshmarga, said the aim is to organize peshmarga forces in a united, disciplined army.
"There are not only peshmarga forces under command of the ministry, but also lots of other so-called peshmarga forces under the control of political parties," Othman said.
Qaraman Kamal, drills director at the ministry, pointed out that peshmarga still lack could training and instructions.
"We don't have good facilities, we lack instructors and we don't have the space to conduct proper exercises and maneuvers," Kamal said.
Peshmarga Minister Sheik Jaafar Mustafa, Peshmarga Chief of Staff and the representative of the U.S. forces attend the three-day symposium, the first of its kind, in the Kurdistan Region's capital of Erbil.

Alleged solution of conflict over oil legislation
Baghdad, Oct. 31 (AKnews) - In the ongoing conflict between the Kurdistan Regional Government (KRG) and the federal government in Baghdad over a new oil and gas legislation, both sides agreed to adopt the draft law that had been presented in February, according to Ghadhban Fadel, head of the advisers committee in the federal government.

The announcement is a result of the ongoing negotiations between Baghdad and Erbil over three outstanding issues. On Tuesday, the delegation of Kurdish politicians, led by Kurdish Prime Minister Barham Ahmed Salih, and the representatives of the federal government agreed that joint committees are supposed to solve the disputes over the budget for the Peshmarga, the oil and gas law, and article 140 of the constitution.
Especially the oil legislation sparked the conflict, when the KRG rejected a draft law which had been approved by the federal government.
The Kurds believed that the draft law grants the powers to the Federal Government to manage the oil wealth at the expense of the region. They also accused Baghdad of passing a draft law without taking the Kurdish opinion into consideration.
On the other hand, Baghdad criticized Erbil for signing contracts with international oil companies without the consent of the federal Oil Ministry.
