Government:
A false announcement (GURU) of sorts came stating an RV took place and Iraq was to be released from CH. 7; this is NOT TRUE! Iraq must take care of the requirements to get out of CH 7:
1. Reparations to farmers for their losses
2. Return the Kuwaiti dead
3. Pay the balance to Kuwait Airline (only $500 million paid of the $1.2 billion owed)
4. Demarcate the borders between the two countries’
These requirements must be met before Iraq is able to get out of CH. 7, and that is only dealing with Kuwait. Ban Ki Moon and the U.N. came to Iraq in November 2012 to follow up on the progress or lack thereof by the Iraqi government in fulfilling said requirements. The Maliki Government has procrastinated, once again, on its completion. Common sense says: First meet the requirements of CH. 7 Sanctions to be released.
Maliki trying to obviate the Term Limit law, while in the past he’s said there is no interest in a third term as Prime Minister. He continues to reiterate the lack of constitutionality of limiting the Prime Minister to only 2 terms. All the while, he violates the constitution in many areas, yet only focuses on, what is truly constitutional but says it’s not, Term limits law. Maliki is a Liar and a Cheater. It is reported that he is spending $2.5 million a DAY. It is said he is interfering with the laws in Parliament by using money to purchase articles to post his cause & sway the readers. He tried to usurp the Finance Ministry – Headed by Rafaie Issawi – to find someone complicit to sign to obtain access to DFI funds now residing in the USA; but was BLOCKED when Sadr’s Movement accepted the post, through Planning Minister – Ali Shukri, thus providing accountability within the present Maliki Government as a fail-safe to minimize Maliki’s access to the funds. He also explained that position to the Iraqi List to as not to seem like his party was attempting to take from them what is rightfully theirs. Maliki is now in Egypt to participate in the Conference of the Organization of Islamic Cooperation in conjunction with many other Arabic nations. Most alarming is the presence of Mahmoud Ahmadinejad, Maliki’s master and corruptor, due to his involvement in administering rule in Iraq and aiding Maliki in his decision making. Maliki only hold loyalty to 2 factions in the region – 1. IRAN 2. SYRIA – the reason for our delays in Iraq are due to Maliki’s steadfastness to see the quest of the Shi’a led government’s quest to enrich uranium for the eventual destruction of Israel.
They SAY they will vote week after week and continue with delay after delay – via procrastination and postponement.

ASIACELL IPO
Cell phone usage in Iraq is HUGE. ASIACELL, Iraq’s second-biggest mobile phone operator, raised US$1.3 Billion in its recently concluded Initial Public Offering (IPO), the biggest in the Middle East since 2008. Around 70% of the shares were bought by foreign investors, mostly regional investment houses. The firm decided not to offer global depository receipts (GDRs), meaning all its shares are traded on the Baghdad Stock Exchange. Market capitalization of the bourse (EXCHANGE) nearly doubled after shares in Asiacell made their trading debut, from $4.70 Billion to $9.65 Billion U.S.
Asiacell’s rivals are: Zain and Korek will also IPO and are required to list up to 25% of their shares on the ISX, eventually. At the end of 3rd Quarter Asiacell had a market share of 36% in Iraq’s mobile market, with Zain, who leads the way at 50% and Korek having just 14%.
STAND BY AGREEMENT -
February 23, 2013 STAND BY AGREEMENT - The SBA had been scheduled to expire on July 23, 2012. The extension, which had been requested by the Iraqi authorities, will provide them with time to implement the policy measures needed to complete the combined third and fourth reviews under the SBA.
The extension will, in particular, provide time for discussions on fiscal policies for the remainder of 2012 and on measures to improve the functioning of the exchange regime.
The two-year Stand-By Arrangement (SBA) in the amount of SDR (SPECIAL DRAWING RIGHTS) 2.38 billion which is equivalent (to about US $3.58 billion), was approved by the IMF’s Executive Board on February 24, 2010 (see press release 10/60). The IMF’s Executive Board completed the first program review on October 1, 2010 (see press release 10/373), and the second review on March 18, 2011 (see press release 11/90).
At the time of the second review, the program duration was extended by five months to July 2012, along with a re-phasing of program disbursements based on a shift in financing needs. Total resources currently available to Iraq under the arrangement amount to the equivalent of SDR 1307.24 million (about $1.96 billion).
Special drawing rights (SDRs) are supplementary foreign exchange reserve assets defined and maintained by the International Monetary Fund (IMF). Not a currency, SDRs instead represent a claim to currency held by IMF member countries for which they may be exchanged. [1] As they can only be exchanged for euros, Japanese yen, pounds sterling, or US dollars, [IMF 1] SDRs may actually represent a potential claim on IMF member countries' non-gold foreign exchange reserve assets, which are usually held in those currencies. While they may appear to have a far more important part to play, or, perhaps, an important future role, being the unit of account for the IMF has long been the main function of the SDR.

Jaafar, Minister of Youth and Sports –was in charge of building a City Sports Project. He was to receive bids, get bids from contractors and resumes & bring that information to the Parliament for the O.K. He took a bribe of 100 Billion dinar from the contractor & put it in another man's (his assistants) account. The man died in a terrorist incident. Jaafar asked the dead man's wife to relinquish the funds but she refused to give him money. He again attempted to bribe her by offering the family a quarter Billion dinar but his bribe failed. It is thought that Jaafar delayed questioning (4 times) trying to get that money back. According to the Contract Laws Act in 2008, he is in violation of the law, as he initiated work without Parliaments blessing.
Parliament voted on Confidence of Jaafar, Minister of Youth & Sports. It is said that Political reasons are behind the failed attempt, by vote. Many on Iraqi List did not participate in the vote, including Mutlaq's entire bloc (Citizen Party). Jaafar is a Turkmen Shia (Maliki is Shia). So much corruption permeates the government. Each group is dirty. This failed vote is disappointing because it was considered a "dry run" to Maliki's vote of No Confidence.
Protesters still demonstrating, standing strong, but are being ignored. Sistani is very unhappy about what's going on. : - (
Maliki is a paranoid man believing in conspiracies. Everyone, it seems, is out to get him! 30,000 Sons of Iraq (troops) were refused pay in salary. Is it for fear they will turn on him? He thinks the Electoral Commission is against him, also: Turkey, US, Saudi Arabia, & so on & so forth (well, yeah…). No money provided for electric. The electric grid has needed repair since 1991. He thinks there is a conspiracy to bring down his government. (Really?)
What has to happen?
1. Get Maliki gone
2. Make Iraq a "suitable market" for the Private Sector to invest and open the Market.
3. Prosper in unity, Collapse in Division!
